Jimmy Carter. Leary, Georgia, 6 January 1969. A Lions Club night. An orange light hangs, changes, does not behave like a star he is willing to keep. He is not yet president. He files the sighting later with NICAP. The card survives the White House. Compilers treat it as proof that the office knew. The office is not the field. The field is a Georgia evening and a man who was willing to put his name on a form.
This is not Stratton. This is not Grusch. No task force, no oath about biologics. A future president said he saw a light he could not file as ordinary. Sceptics offer Venus and a willing audience. Both are allowed. The form is the object this folder can hold.
