1. Public Record

The name Mockingbird sits on more than one paper. Project Mockingbird, in the CIA Family Jewels, was a 1963 wiretap on columnists Robert Allen and Paul Scott, 12 March to 15 June. The wider story is older and foggier. Frank Wisner at the Office of Policy Coordination, from 1948, built a network that placed material in foreign and, at times, domestic outlets. Cord Meyer is named in later books as a principal hand. Deborah Davis, in Katharine the Great, used the phrase Operation Mockingbird for that network. The Agency has not adopted her title as an official program name covering the whole press.

What is not fog is the Church Committee, 1975-76. Its final report said the CIA then maintained several hundred foreign individuals with access to newspapers, agencies and broadcasters, and about fifty American journalists or media employees as assets, fewer than half of them accredited. Carl Bernstein in Rolling Stone, 1977, put the American number higher than four hundred across years and named rooms at the Times, CBS and Time. Payments in the committee record ran to about a million dollars in the window they examined. Official narrative after Church was reform and a narrower rule on American newsrooms.

The CIA currently maintains a network of several hundred foreign individuals around the world who provide intelligence for the CIA and at times attempt to influence opinion through the use of covert propaganda.

Church Committee final report, 1976

2. Date of Incident

OPC work from 1948. Project Mockingbird tap 1963. Church 1975-76. Bernstein 1977.

3. Location

Washington and the newsrooms named. Approximate 38°54 N 077°02 W.

4. Official Narrative

Church: a real network, foreign heavy, some domestic assets. Official narrative after is that the worst of it stopped. Davis's single-program title is not the Agency's own label for the whole.

5. Witness Layer

Church staff. Bernstein. Davis. Wisner and Meyer as named officers. Publishers who signed or did not sign.

Approximately 50 of the assets are individual American journalists or employees of U.S. media organizations.

Church Committee, on the domestic count in that moment

By the early 1950s Wisner owned respected members of the Times, Newsweek, CBS.

Deborah Davis, Katharine the Great

6. Recovery Logistics

Family Jewels. Church volumes. Bernstein's interviews. No single Mockingbird order covering every newsroom.

7. Assessment

A press-asset file. Keep the 1963 tap under its own name. Keep Church's numbers above Davis's title. A committee count of fifty Americans is already enough. Do not inflate it to a single switch that ran every front page. Do not shrink it to a wiretap on two columnists. Both papers exist.

8. Materials & Remains

Church report. Family Jewels page on Project Mockingbird. Bernstein 1977.

9. Key Personnel

Frank Wisner : OPC. The early net.

Cord Meyer : Named later as principal hand.

Church Committee : The count.

Carl Bernstein : The 1977 names.

10. Aftermath

Rules on domestic media tightened on paper. The foreign net is a different sentence. Mockingbird stayed a word people use for more than the tap.

11. Current Archive Status

Status: CIA-press ties. 1963 tap on file. Church count 1976. Name wider than one order.

Confidence: High that Church described a foreign propaganda net and some American assets. High that Project Mockingbird was a 1963 tap. Low that one named operation ran every outlet Davis listed. Low that the practice ended at the last page of the report.

Filing note

A 1948 shop that needed stories abroad, a 1963 tap on two columnists, a 1976 committee willing to print a number, a 1977 magazine piece that printed names. The title people use is neater than the paper.

Fifty American assets in that moment. Not a novel. A Senate count small enough to fit in a paragraph and large enough that the paragraph had to be written.
