1. Public Record
27 January 1975, Senate Resolution 21. A select committee to study governmental operations with respect to intelligence activities. Chairman Frank Church of Idaho. Vice chairman John Tower. Eleven senators.
Staff that would run for fifteen months, more than 800 interviews, 250 executive sessions, public hearings that put Helms, Colby, and the phrase assassination plots on daytime television. The work takes in CIA, FBI, NSA, IRS, military intelligence. Family Jewels walk in from Colby's safe. CHAOS, COINTELPRO, SHAMROCK, MINARET, mail opening, the Huston Plan, Ultra fragments, foreign plots that did not stay foreign.
Interim staff report on alleged assassination plots against foreign leaders, 20 November 1975. Final books in April 1976, seven volumes plus supplements. Recommendations that feed the FISA court, the intelligence oversight committees, Executive Order language on assassination and on domestic collection. Church on camera with a CIA dart gun. That picture does more work than some chapters.
The Pike Committee in the House runs a rougher parallel and loses its report to a leak. Rockefeller's White House panel is the gentler sibling. Church is the one this archive already keeps citing without having given it a number. This page is that number.
2. Date of Incident
Authorized January 1975. Assassination interim November 1975. Final reports April 1976.
3. Location
Dirksen and the hearing rooms, Washington. Approximate 38°54 N 077°00 W.
4. Official Narrative
A Senate investigation whose recommendations became structure. Official narrative is reform after abuse. The Agency's own later histories treat Church as an ending and a beginning.
5. Witness Layer
Church. Tower. Colby. Helms. FBI and NSA officers. Victims and targets who testified. Staff who wrote the books.
We live in a world of nuclear weapons, assassination, and covert war. I want to know what the hell is going on.
6. Recovery Logistics
Printed volumes. Hearing film. Dart gun as exhibit. Some annexes still redacted.
7. Assessment
An index file for half this cabinet. Keep it as process, not as saint. Church needed cameras. Tower kept it from being only one party's hunt. The assassination report is careful about what it can prove and still names names. Do not write 1976 as the day the work stopped. Do not write the dart gun as a toy. This page exists so later files can point at a year instead of a fog.
8. Materials & Remains
The seven books. Interim assassination report. Hearing record. EO 11905 and what followed.
9. Key Personnel
Frank Church : Chair.
John Tower : Vice chair.
William Colby : The Director who opened drawers.
Richard Helms : The Director who had closed some.
10. Aftermath
Standing intelligence committees. FISA 1978. The phrase Church Committee as shorthand for a season when the cabinet was forced onto a table. Later fights about whether the season went too far or not far enough.
11. Current Archive Status
Status: Senate select, 1975-76. Volumes issued. Oversight built after. Dart gun on camera.
Confidence: High that the committee sat, printed, and changed the oversight map. High that Family Jewels and CHAOS fed it. Low that every annex is public. Low that every recommendation was kept in later administrations.
Filing note
A resolution in January, eleven senators, fifteen months, Helms and Colby under lights, a dart gun lifted for the cameras, seven books in April, a court that would not have existed without the footnotes.
Colby locked the jewels. Church read them aloud. Two sentences that explain why so many other pages in this cabinet have a date in 1975.
