MAJESTIC 12
Alleged secret committee of scientists, military officers, and government officials formed in 1947 to manage recovered extraterrestrial technology and related policy. Central documents first surfaced in 1984 and remain among the most contested artifacts in UFO conspiracy research.

1. Public Record
Majestic 12 (also written MJ-12 or Majic-12) is the name given to a secret committee of twelve high-ranking scientists, military officers, and intelligence officials said to have been established in 1947 by executive order of President Harry S. Truman. According to the core material, the group was formed to manage the recovery of extraterrestrial craft and bodies, beginning with the 1947 Roswell events, and to control all related policy, research, and public information.
The principal documents first entered public circulation in 1984 when a roll of 35mm film was anonymously delivered to UFO researcher Jaime Shandera. When developed, the film contained what became known as the Eisenhower Briefing Document, dated 18 November 1952, and related papers. These materials named specific individuals, described recovery operations, and outlined a structure of absolute secrecy.
The documents have been examined repeatedly. Some researchers have identified problems of provenance, typeface, and historical detail. Others have argued that the core claims remain consistent with the broader pattern of post-Roswell secrecy. The Overclassified desk treats the existence of a high-level control group as the more important question.
2. Date of Incident
Alleged formation: September 1947, in the immediate aftermath of the Roswell recovery. The central Eisenhower Briefing Document is dated 18 November 1952. The documents themselves first became public in December 1984 after the film reached Shandera. Related material continued to surface through the late 1980s and 1990s.
3. Location
The committee is described as operating at the highest levels of the U.S. government, with activity centered in Washington, D.C. and associated national security facilities. Approximate coordinates for primary claimed activity: 38°53 N 77°02 W. No public headquarters has ever been acknowledged.
4. Official Narrative
No U.S. government agency has ever confirmed the existence of a Majestic 12 committee under that name. The FBI examined some of the circulated documents in the 1980s and marked copies as “bogus.” Official statements have consistently denied that any such organization appears in the declassified record. The public position remains that the papers are not authentic.
That denial sits inside a much larger pattern of silence around the 1947 recovery events themselves.
5. Witness Layer
The documents list twelve original members, including Truman, Defense Secretary James Forrestal, CIA Director Roscoe Hillenkoetter, Vannevar Bush, Donald Menzel, and others. No surviving member of that original list ever publicly confirmed the group in the exact terms of the papers. Researchers who first brought the material forward argued that the structure described was consistent with known compartmentation practices of the period.
The documents name powerful men and describe a hidden layer of control over recovered non-human technology. Whether every page is genuine is one question. Whether such a control group existed is another.
Later additional MJ-12 style papers appeared with varying quality. Some of these secondary documents are clearly weaker and show stronger signs of modern fabrication. The original 1984 material remains the core of the case.
6. The Documents and the Problems
The Eisenhower Briefing Document remains the centerpiece. It describes the 1947 recovery, the creation of the committee, and the requirement for absolute secrecy. Supporting pages include a Truman authorization memo and membership lists.
Document examiners have pointed to issues of typeface, formatting, and certain historical details. These problems are real and cannot be ignored. At the same time, the broader claim (that a tightly held group was formed to manage the most sensitive recovery of the early Cold War) fits the institutional behavior that followed Roswell. I separate the question of document authenticity from the question of whether the underlying structure existed.
7. Assessment
I assess that a high-level control mechanism was almost certainly created after the 1947 recovery events. The need to manage craft, bodies, technology, and public narrative would have required exactly the kind of tightly compartmented group described in the Majestic 12 material. The absence of any open acknowledgment is consistent with the extreme sensitivity of the subject.
The specific documents that surfaced in 1984 carry forensic problems and cannot be treated as proven genuine 1952 briefing papers. Some later related papers are weaker still. This does not erase the underlying reality the documents attempt to describe. In my view, the papers are best understood as imperfect or partially compromised windows onto a real structure rather than pure invention.
The working position is therefore: the control group existed in some form. The name “Majestic 12” and the exact membership list may or may not be precise. The secrecy was real. The recovery events that made such a group necessary were real. The documents are contested evidence of something that still required management at the highest level.
8. Materials & Physical Indicators
The 1984 film and the resulting prints of the Eisenhower Briefing Document and related pages form the primary materials. Later claimed MJ-12 documents exist in various collections. No original 1947-1952 government file with matching content has been released. The official denial and the FBI “bogus” markings are part of the public record, but they do not close the larger question.
9. Key Personnel
Alleged original members (as named in the documents): Harry S. Truman, James Forrestal, Roscoe Hillenkoetter, Vannevar Bush, Detlev Bronk, Jerome Hunsaker, Sidney Souers, Nathan Twining, Hoyt Vandenberg, Lloyd Berkner, Donald Menzel, and Gordon Gray.
Jaime Shandera - Received the original film in 1984.
William Moore - Early researcher closely associated with the documents’ release.
Stanton Friedman - Nuclear physicist and UFO researcher who investigated the papers extensively.
10. Aftermath
The documents generated intense debate and shaped decades of subsequent research. Official agencies dismissed them. No full public accounting of the actual post-Roswell control structure has ever been provided. The pattern is familiar: dramatic material appears, the institutions deny, the underlying events remain unaddressed, and the file stays open.
11. Current Archive Status
Status: Active archival. Core high-level secrecy case.
Confidence: High that a tightly held control group was formed after the 1947 recovery events to manage non-human technology and related information. Moderate confidence that the specific Majestic 12 documents of 1984 are partially or fully compromised. Low confidence that the public denials represent the full truth of the matter.
Filing note
Something had to manage what was recovered in 1947. The papers that surfaced in 1984 tried to name it. They may not be clean. The need for the group was real. The silence around it is still in place. That is enough to keep the file open.
