1. Public Record
Project BLUEBIRD. Central Intelligence Agency, about 1950 to 1953 in the dating most of the surviving minutes will support. It sits before ARTICHOKE takes the same work and before MKULTRA becomes the word a senator can say on television. The early paper gives a twin job: special interrogation, and defence against interrogation. How to break a man. How to stop a man being broken. Hypnosis, drugs, isolation, hospital rooms and safe houses rather than a single brass plate on a door.
BLUEBIRD is the first name in a drawer that later eats itself. Richard Helms's 1973 order sends most of what came after into the burn bag. What remains of this first name is a thinner stack: cables, minutes, the fact that the Agency thought it needed a project before it needed a scandal. ARTICHOKE and MKULTRA are later tabs. They do not get to erase the cover sheet that came first. The Church Committee in the mid-1970s has to work from ash and from the pages that missed the fire.
A name on a folder. A committee twenty years late.
2. Date of Incident
BLUEBIRD c. 1950-1953. ARTICHOKE follows. MKULTRA authorized 1953 and runs for years. Destruction order 1973. Church Committee mid-1970s.
3. Location
CIA offices and contractor sites. Washington as the centre of gravity. Approximate 38°57 N 077°08 W.
4. Official Narrative
A behavioural program that existed. After 1975 the official voice admits the later names and goes quiet where the burn bag won. BLUEBIRD is conceded as a predecessor more often than it is printed in full.
5. Witness Layer
Project officers. Subjects who often did not know the name of the room. Church Committee staff. Helms as the man who signed the fire.
6. Recovery Logistics
Surviving minutes and cables. No complete subject list. A hole the size of the bag.
7. Assessment
Keep BLUEBIRD as the first name, not a nickname for MKULTRA. Keep the twin aim in the open: to do it, and to stop it being done to us. Do not draw a finished map of rooms from a stack this short. Do not write every later method back onto 1951 as if the paper were already that thick. The shortness is itself what 1973 left behind.
8. Materials & Remains
Cables that missed the fire. Committee print. A gap where the rest went.
9. Key Personnel
CIA Office of Scientific Intelligence / Security : Early owners of the work.
Richard Helms : The 1973 destruction order.
10. Aftermath
ARTICHOKE, then MKULTRA, then a hearing room. BLUEBIRD remains the first word in the index even when the folder is light.
11. Current Archive Status
Status: 1950-53. First name in the folder. Files thinned. Hearings later.
Confidence: High that BLUEBIRD existed as a CIA interrogation-and-defence project before the later names. Low that the surviving paper is the whole project. Low that every later method was already written in 1950.
Filing note
A cover sheet from 1950, a room that was not yet famous, a twin job written as offence and defence, a later fire, a committee that had to work from ash.
The first name. Indexes tell the truth even when the folders do not.
