1. Public Record
November 1961, after the Bay of Pigs. Robert Kennedy wants Cuba hurt without another landing. CIA opens Operation Mongoose. Edward Lansdale the visible coordinator. Task Force W. Sabotage, economic pressure, propaganda, plans that stay on paper and plans that do not. The island is treated as a problem that can be made to break from inside if enough small fires are lit.
The Church Committee later reads the minutes. Assassination talk lives in the same building as the sugar-mill talk. Some operations run. Some are rejected. The missile crisis in October 1962 changes the temperature and does not close the file. Mongoose is scaled back, renamed, argued over. Castro remains. The paper remains.
This page is the post-Pigs covert program, not an invasion plan and not a how-to.
2. Date of Incident
Authorized late 1961. Peak 1962. Scaled after the missile crisis. Public in Church volumes.
3. Location
Langley, Miami station, and the island as target. Approximate 25°47 N 080°13 W.
4. Official Narrative
A covert action program the US later acknowledged in outline. Official narrative is pressure short of invasion. Cuban narrative is a terror campaign. Church printed enough to end denial of the caption.
5. Witness Layer
Robert Kennedy. Lansdale. CIA officers of Task Force W. Church staff. Cuban security who kept their own list.
6. Recovery Logistics
Church. FRUS. Internal CIA histories. Cuban archives in part.
7. Assessment
A pressure file. Keep November 1961 so it is not folded into the Pigs landing. Keep RFK in the room. Do not write every exile raid as Mongoose. Do not write the caption as a cartoon exploding cigar and stop there. The serious paper is economic and paramilitary. The jokes are how the file gets laughed off.
8. Materials & Remains
Committee prints. Declassified tasking. No public complete operations log.
9. Key Personnel
Robert Kennedy : The pressure.
Edward Lansdale : Coordinator.
Task Force W : The desk.
10. Aftermath
The missile crisis overshadows it in textbooks. Church puts it back. Cuba uses the name as proof. Washington uses it as a closed season.
11. Current Archive Status
Status: Mongoose 1961-62. RFK pressure. Church later. Castro stayed.
Confidence: High that the program existed and that RFK pushed it. High that some sabotage ran. Low that every proposed operation left the building. Low that the full Miami list is public.
Filing note
A failed landing, a brother in the White House who would not wait, a soldier-bureaucrat with a caption, mills and radios and worse talk in the same minutes, an October that changed the map, a man in Havana who outlived the paper.
Castro remains. The paper remains. Two survivals. Only one of them was the plan.
