1. Public Record

20 April 1973, Guardian's Office program paper: Snow White. L. Ron Hubbard wants files on himself, the Apollo, and OTC cleaned in governments across the operating area so the ship and the founder can move without threat. The first draft says legally. That word later drops.

Snow White Operating Targets sprout by country: Hunter on Treasury, Interpol, FBI in the United States. Moles get jobs. Gerald Bennett Wolfe, typist at the IRS in Washington from November 1974, spends eighteen months copying thousands of pages the church had not obtained by FOIA and sending them to Los Angeles. Other operatives work courthouses with false identification. Listening from a car outside a meeting room.

On 8 July 1977 the FBI raids church offices in Washington and Los Angeles, the largest raid in Bureau history to that date, extra copiers rented to handle the take. Mary Sue Hubbard and senior Guardian's Office names go to trial. Convictions follow. Hubbard himself is not in the dock. The IRS war continues for years after and ends in a tax exemption the church still holds.

Marty Rathbun, later out, called the original idea a litigation strategy against false reports. The paper trail the Bureau boxed in 1977 is not only litigation. It is entry, copy, and removal.

Snow White was originally a litigation strategy to purge the government's files of all the false reports about Scientology.

Marty Rathbun, later account

2. Date of Incident

Program paper 20 April 1973. Wolfe inside IRS from November 1974. FBI raids 8 July 1977. Trials after.

3. Location

Washington IRS and courthouse, Los Angeles GO, other capitals on the SWOT list. Approximate 38°54 N 077°02 W.

4. Official Narrative

Federal convictions for conspiracy and theft of government documents. Official narrative is infiltration, not a theory. Hubbard's name stays on the program paper.

5. Witness Layer

Wolfe. Mary Sue Hubbard. GO staff who flipped or stood trial. FBI raid teams. Rathbun later. Hubbard as the author of the aim.

Used fraudulent identification to enter the United States Courthouse in Washington DC and Xerox unknown records.

FBI teletype, 20 June 1976, on Wolfe

6. Recovery Logistics

Raid haul. Trial record. Program directives later published. Stolen originals returned to government folders.

7. Assessment

A mole-and-raid file. Keep the dropped adverb. Keep Wolfe's eighteen months at a typewriter that was also a copier. This is not CHAOS. It is a church breaking into the state's cabinets and getting caught with the paper. Do not write every IRS fight as Snow White. Do not write the 1977 raid as persecution without the SWOT list in the same paragraph. Mary Sue in the dock and Hubbard not in the dock is the structure of the ending.

8. Materials & Remains

GO 20 April 1973 paper. Trial transcripts. Raid inventories. Wright and the later memoirs.

9. Key Personnel

L. Ron Hubbard : The aim.

Mary Sue Hubbard : GO, then court.

Gerald Bennett Wolfe : IRS typist.

10. Aftermath

GO broken in the US. Tax war continues to 1993 exemption. Snow White remains the name for the burglary years.

11. Current Archive Status

Status: GO program 1973. IRS mole. FBI raid 8 July 1977. Convictions.

Confidence: High that the program paper exists and that Wolfe copied IRS files. High that the 1977 raids and trials happened. Low that every SWOT country produced a similar take. Low that Hubbard's personal knowledge of each entry is fully mapped.

Filing note

A founder who wanted his files cleaned, a word dropped from a directive, a typist in the IRS for eighteen months, a car outside a conference room, extra Bureau copiers on a July morning, a wife in court and a husband not on the indictment.

The word legally was later removed. Not a memoirist's jab. The edit that turns a lawsuit strategy into a key and a copier.
