1. Public Record
John "Jay" Stratton. Defense Intelligence Senior Executive, retired. Civilian equivalent of a two-star, publisher language. Thirty-two-plus years across Army, Air Force, Naval Intelligence, DIA, Joint Staff, OSD, State, and STRATCOM. Eight combat deployments. First on-camera interview February 2023 (WEAPONIZED / KLAS). PhenomeCon 11 September 2026. Memoir Out of the Shadows scheduled 13 October 2026. Audiobook: Stratton and Hal Puthoff.
He is the only official publicly identified as having worked inside AAWSAP, AATIP, and the UAP Task Force, and as having written the first in-depth government analysis of the 2004 Nimitz Tic Tac. From roughly 2008 to 2021, colleagues and journalists say nearly everything UFO-related that reached the Pentagon or Naval Intelligence crossed his desk. As of 2025-26 he is the most senior former official to say on camera that he personally saw non-human craft and non-human beings. That sentence is from Dan Farah's The Age of Disclosure. It is why his name now sits next to Lue Elizondo and David Grusch. The memoir is being sold as an 80-year cover-up and the personal cost of chasing it. Treat publisher copy as framing until the pages exist.
He did not grow up a UFO kid. He walked into the topic because the job put it on his desk. Mid-2000s at DIA: reports of unknown craft over sensitive U.S. facilities, including nuclear-weapon sites. He and Dr. James Lacatski looked for the office that already owned the problem. They found nothing. With backing from Senators Harry Reid, Ted Stevens, and Daniel Inouye, DIA stood up AAWSAP around 2007-2008, the first official U.S. government UAP investigation since Blue Book closed in 1969. The $22 million contract went to Robert Bigelow's BAASS. Stratton has been described as a co-founder and as the counterintelligence and security man. A later FOIA-era statement places him in the AAWSAP orbit by June 2008.
AAWSAP's aperture was wide: radar and gun-camera, but also orbs, poltergeist-like activity, biological effects, and the hitchhiker effect catalogued at Skinwalker Ranch. A narrower military-encounter lane inside that effort became AATIP, later made famous by Elizondo and the December 2017 New York Times story. Stratton has said he coined or pushed the shift from UFO to UAP to get serious people in the room, and because the ranch taught him this is not always nuts and bolts.
Around 2005, heading to Iraq, Lacatski handed him Hunt for the Skinwalker. He read it in-theatre. After he came home, Bigelow told him that if there was one place in the country he could see something for himself, it was the ranch. He went. He brought another DIA contractor. First trip: over the mesa, a delta, a right-isosceles triangle, silent, no contrail, too small or too far for F-117 or B-2. He went home and asked the only question that building allows: is it ours? He says he could never validate that it was. He also reports a ground object that did not belong, orbs with uncontrollable emotional effects on colleagues, a mask moving behind a cow trailer (not either of the two dogs), and, matching Travis Taylor years later, a chest-high rectangular "Predator." He caveated Kelleher's later jump-from-the-ground story: he did not see the jump himself.
The lasting damage in the AAWSAP literature was not the craft. It was what followed people home. In Skinwalkers at the Pentagon he appears as Jonathan Axelrod, "adamant that his trip had unleashed a paranormal firestorm on his family." Book-level incidents later tied to him: while he was overseas, his 16-year-old son, named Paul in the book, woke to small blue orbs in the bedroom. Separately his wife reported a huge wolf-like creature standing upright against a tree at the yard perimeter. George Knapp, September 2026, using the real name: hitchhikers never left and still bother him at home almost two decades later. When he returned to film, the decision required a family conversation. He said the property reacts differently to him than to others. He later co-founded a band with Taylor named Hitchhiker / Hitchhiker Effect.
When AAWSAP needed a first case they picked November 2004 Nimitz. The Navy had dropped it. Stratton picked it up. He interviewed Fravor and sensor operators. He produced an 18-page analysis of an anomalous aerial vehicle: drops from 80,000 or 60,000 feet to sea level in seconds, not a U.S. test article, multiple sensors correlated. Knapp's team later published portions. Years later AARO's Sean Kirkpatrick treated Tic Tac as unknown mainly because "no data was saved." Critics pointed at Stratton's analysis sitting unused.
After AAWSAP funding dried around 2012, AATIP continued thinner. Elizondo resigned in 2017. Stratton stayed inside. His chain of command, the Deputy Director of Naval Intelligence in his telling, told him to rebuild a whole-of-government effort. He spent about two years in the dark. August 2020: SecDef announces UAPTF and names Stratton director. Charter signed September 2020, originating from Naval Intelligence Activity, Congressionally mandated, DepSecDef-directed, purpose to collect and analyze UAP posing a threat to national security. He says he hand-picked members from all 16 IC agencies and every service, including David Grusch. He built a classified briefing deck most of Washington has not seen in full. A handful leaked: East Coast objects, West Coast ship-swarming, green pyramid from USS Russell. He says multiple PhDs treated the pyramid as the actual shape of a self-illuminating object, not an iris artifact. June 2021 ODNI assessment: 144 incidents, 143 unexplained, sitting on the shop he built. He left the director chair January 2021. The seat dropped from two-star-equivalent to colonel-equivalent. Bigelow and Taylor called it dismantling. He called it fizzle. In 2024 the DNI gave UAPTF the National Intelligence Meritorious Unit Citation. He also holds a DIA Director's Award.
He briefed Treasury Secretary Steven Mnuchin in the first Trump administration. After the brief, in Stratton's telling, Mnuchin asked about the economic impacts of a president telling the world we are not alone. Farah has said Trump already knew base facts and was contemplating going public. Mnuchin has not confirmed the meeting. Treat it as Stratton's account, not a White House minute. Same film: recovered technology as the atomic weapon on steroids. First country that cracks it leads for years. At SXSW he said he gave officials the existence of NHI and an address to inspect, and access was denied.
February 2025 he corrected The Black Vault on a viral triangle-emerging-from-the-ocean F/A-18 photo: no such photo was provided. They had other triangular and pyramidal cases. He will defend the category. He will not let a specific rumor ride on an unclassified email. PhenomeCon, 11 September 2026, via Joe Murgia's partial-audio reconstruction: he wrote the UAP classification guide; DOPSR took nothing UAP-related out of the book; the book contains never-public events that will change the received history; "a lot more than people think"; consciousness is a key aspect; he is still walking into meetings that feel like the drawing board. People magazine, citing the publisher in June 2026, added a 26 February presidential directive on declassification. Treat that as publisher/reporter framing until primary paper is public.
This page is an archive card built from that open-source compilation. It is not an official document. Claims are attributed. They have not been independently verified here. He said beings, not bodies. Do not collapse the documentary line into a morgue drawer until the book, if then.
I have seen with my own eyes non-human craft and non-human beings.
No public date, location, compartment, or chain of custody. No photographs, medical reports, or material analyses released with the sentence. Critics are right that a sentence is not a data package. Supporters are right that the man who ran UAPTF chose those words on camera with dozens of current and former officials around him, including then-Senator now-Secretary of State Marco Rubio. The only detailed public description he has given of a non-human-looking thing seen with his own eyes is the ranch "Predator," not a retrieval table.
2. Date of Incident
Portfolio, not a single night. Army at about 17. UAP work dated from 2005 (Lacatski book on the way to Iraq). AAWSAP 2007-08. First Skinwalker trip 2009 in the compact timeline. Tic Tac analysis 2008-12. AATIP as he later dates the working group: 2015. UAPTF announced August 2020, charter September 2020, director chair left January 2021. Retires 2021-22. First on-camera February 2023. Age of Disclosure 2025. PhenomeCon 11 September 2026. Book 13 October 2026.
3. Location
Washington and the Pentagon / ONI / DIA as the desk. Skinwalker Ranch, Uintah County, Utah, as the field school. Nimitz operating area off Southern California as the first case. Cheyenne and other nuclear and carrier sites as the original incoming reports. Huntsville later, Radiance Technologies. Approximate ranch pin 40°15 N 109°53 W. Approximate ONI / Washington 38°53 N 077°02 W.
4. Official Narrative
AAWSAP and UAPTF existed. The UAPTF charter is FOIA-public. The June 2021 ODNI preliminary assessment is public: 144 cases, 143 unexplained. Gough confirmed leaked Navy videos as Navy-taken and in the UAPTF pile. AARO has denied a historical NHI crash-retrieval program. Elizondo's public AATIP timeline differs from Stratton's 2015 working-group sentence. No official document released here confirms hitchhikers, the "own eyes" sighting, the Mnuchin meeting, the address, or DOPSR taking nothing UAP-related out of the book. Official narrative is programs and reports. The rest is testimony.
5. Witness Layer
Jay Stratton. James Lacatski. Robert Bigelow. Colm Kelleher. George Knapp. Jeremy Corbell. Lue Elizondo as the neighbouring public face and the authorship dispute. David Fravor and Nimitz crews. David Grusch as a hand-picked UAPTF member who later testified under oath to crash retrieval and non-human biologics. Stratton has not repeated those specifics in the same legal forum. Travis Taylor. Susan Gough as the PAO he says he directed. Steven Mnuchin as the Treasury meeting, unconfirmed by Mnuchin. Family under the Axelrod name and later the real name. Joe Murgia as the man who reconstructed PhenomeCon audio and circulated the AlienCon 2023 panel. Dan Farah as the film. Hal Puthoff as the audiobook partner.
As we tried to find that office, we found nothing.
That is the bureaucratic origin, not a mystic one. Incoming reports over nukes and carriers. No owner. So they built one. $22 million to BAASS. Reid, Stevens, Inouye as the Senate roof. June 2008 as the FOIA-era pin for Stratton in the orbit.
I built that. And the government let it go away.
Taylor's gloss: a civilian two-star equivalent replaced by a colonel who used to get him coffee. Bigelow to Knapp in early 2021: a friend removed, seat dropped a couple of ranks, subject headed for a back drawer. Five years later PhenomeCon: still in meetings that feel like year one. "What did I do for the last 20-plus years?"
6. Recovery Logistics
No public craft tray from Stratton. What this folder can hold is paper and testimony: AAWSAP/BAASS contract trail; 18-page Tic Tac analysis with later published portions; UAPTF charter (Black Vault FOIA, 2025); classified briefing deck described but not released in full; leaked sliver of Navy video; ODNI 2021 assessment; National Intelligence Meritorious Unit Citation 2024; DIA Director's Award; DOPSR review as he tells it; memoir still unpublished as of the compilation date 13 September 2026. Hitchhiker incidents live in Skinwalkers at the Pentagon under Axelrod and in later Knapp reporting under the real name. The "address" he says he gave officials has not been published here.
7. Assessment
Take him at his word and the picture is a threat analyst, not a believer, handed a ranch book on the way to Iraq, then reports that match no nation's inventory. He cannot find the office, so he helps invent one. First case Tic Tac. First field site a silent triangle he cannot put in the U.S. list, a chest-high rectangle, orbs that do things to people, and a hitchhiker that follows him home and stays. A classified deck. A rename to fight stigma. A task force stood up in the Navy, staffed across the IC, used to force Congress and SecDef to treat UAP as a standing portfolio. Then the seat drops a rank and the machine dies, and five years later he is still in year-one meetings. Along the way he says he has seen non-human craft and non-human beings, a sentence that may point at a retrieval program, or at the ranch, or at both. He briefs high enough that a Treasury Secretary asks about the market shock of we are not alone. He hands officials a location and is told no. He writes the classification guide, takes the book through DOPSR, says they cut nothing UAP-related, and claims the pages will rewrite who built what.
Do not take him fully at his word and the picture is narrower but still consequential. A senior DIA/ONI official really did help create AAWSAP, really did investigate Tic Tac, really did run UAPTF, really did produce briefing material under the 2021 report, and really did put "non-human" on the record. The hitchhiker stories and the "own eyes" claim then become either the most important testimony of the era or the point where a serious officer stepped past what his evidence can carry. That fork is why the October memoir matters. It is also why it will be fought.
This folder cannot verify the "own eyes" claim. No public chain of custody. It cannot settle whether "beings" means crash-retrieval biologics, a Skinwalker-class entity, or both. It cannot independently confirm Murgia's PhenomeCon transcript against official video; the source post says the audio was incomplete. It cannot adjudicate AAWSAP/AATIP authorship between Stratton and Elizondo. It cannot confirm crash-retrieval or reverse-engineering as operational fact. Stratton implies them. Grusch testified to them. AARO has denied a historical NHI program. Those remain contested. It cannot treat publisher synopses as evidence. It cannot reconstruct classified briefing contents. Leaked videos are a sliver. It cannot settle whether Skinwalker phenomena are related to UAP, incidental, psychological, or something else. Stratton treats them as the same problem set. That is a position, not a proof.
Sceptics treat the hitchhiker file as the tell that AAWSAP was a paranormal slush fund dressed as aerospace threat analysis. Stratton's framing is that the same phenomenon that produces Tic-Tac kinematics also produces after-effects that look like hauntings, and a serious program had to look at both. Whether that is discipline or category error is the live argument. What is not in dispute is that the man who later ran the Pentagon's official UAP task force says the ranch followed him home and never left.
When my book went through security review, they're kind of like, "Ehhh." They can't come at me, bro, because I'm the guy who said it was classified. ... They took nothing out that was UAP related. Nothing.
DOPSR taking nothing UAP-related out is a large claim. It does not mean the book contains crash-retrieval inventories. It means whatever he submitted as UAP material survived the review he says he outflanked by having written the guide. Travis Taylor said at AlienCon 2023 that Stratton, Taylor and others wrote a guide under which none of this was classified, and that after they left the new group tried to backdate and tighten, which could catch them in a trap. Those two statements sit next to each other, not on top of each other. He also said he pushed as far as he legally could: what he saw, what he did, what he investigated, what he knows. Protecting national security and telling the American people the truth are not mutually exclusive, in his line. The government cannot disclose what it knows until it first knows what it knows.

10. Aftermath
2021-22: leaves UAPTF, retires as Defense Intelligence Senior Executive from ONI. May 2022: Radiance Technologies, Huntsville, with Taylor. February 2023: first on-camera. October 2024: UAPTF unit citation. September 2024: HarperCollins / William Morrow buys North American memoir rights; Farah Films takes screen rights. March 2025: Age of Disclosure at SXSW. The "own eyes" line becomes the clip. February 2025: Black Vault photo correction. June 2026: title and date locked. September 2026: audiobook recorded; PhenomeCon; Knapp again in Alabama. 13 October 2026: scheduled publication. AARO exists as the "new group" he says started over. He takes credit for forcing public honesty that objects operate in sensitive airspace and cannot be identified. Predecessors would have said swamp gas. He would not, because Beijing and Moscow see unknowns over their own capitals and think they are American. The Cold War hotline is gone. That is his counter-miscalculation argument for saying the videos are real.
Compact spine: c.17 enlist; 2004 Tic Tac happens without a lasting Navy probe; 2005 book in Iraq; 2007-08 AAWSAP; 2009 first ranch trip and later hitchhikers; 2008-12 Tic Tac analysis; 2015 AATIP as he dates the working group; 2017 NYT and Elizondo resignation; 2018-20 quiet UAPTF build and Mnuchin window; August 2020 announcement; January 2021 rank drop; April-June 2021 Gough and ODNI assessment; 2023 interviews and AlienCon; 2024 citation and book deal; 2025 film; 11 September 2026 PhenomeCon; 13 October 2026 book.
He will correct a rumor that uses his name. He will not walk back the ranch, the hitchhikers, the triangle, the Tic Tac analysis, the task force he says he built in the dark, or the sentence about craft and beings. The book is where he says the unpublished events live. Until then this folder holds the public pile and the gaps he left for October.
11. Current Archive Status
Status: Book pending
Confidence: High that Stratton held the UAPTF director chair, that AAWSAP and the 2020-21 task force existed, that he is identified as author of an early government Tic Tac analysis, and that he has said the "own eyes" sentence and the hitchhiker story on the record. Low that "beings" can be typed as retrieval biologics versus ranch entity. Low that DOPSR, Mnuchin, and the address can be confirmed from this card. Low that Elizondo versus Stratton on AATIP is settled. AARO's denial of a historical NHI program sits on the official side of that fork.
Filing note
A DIA desk that could not find the office, a book read in Iraq, a silent triangle over a mesa, a chest-high rectangle fourteen years apart, blue orbs in a boy's room while the father was overseas, a wolf standing up at the edge of a yard, an 18-page Tic Tac paper the Navy had dropped, a task force built in the dark and dropped a rank, a Treasury question about the market shock of we are not alone, a sentence on camera that said beings and not bodies, a classification guide written by the same man who then walked a book through review, a date in October that has not arrived yet.
He said beings. Not bodies. Until the book, that distinction is the coldest honest line on the card.
