1. Public Record
1984. Readiness Exercise 1984, REX 84. A Federal Emergency Management Agency continuity drill, written in the language of relocation, emergency powers, and what a government would do with people if a crisis closed the ordinary doors. Oliver North's name attaches in later reporting because the same season's files on Central America and continuity overlap in the National Security Council paper pile. The exercise is real. The most extreme public claims about stadiums and lists are the part that needs a document, not a speaker.
When Iran-Contra breaks, investigators brushing North's safe also brush emergency-planning paper. The two captions get married in pamphlets. FEMA has always said REX 84 was a drill. Critics have always said a drill is how a structure is practised. Church is already over. This is the 1980s version of a government asking what it would do if it stopped asking Congress first.
The archive keeps the exercise and flags the stadium folklore as folklore until a page number says otherwise.
2. Date of Incident
Exercise dated 1984. Public argument from the Iran-Contra discovery onward.
3. Location
FEMA / NSC paper, Washington. Approximate 38°53 N 077°03 W.
4. Official Narrative
Official narrative is a continuity exercise. Official denial is that it was an operational round-up plan. No court tried the caption.
5. Witness Layer
FEMA planners. North as a name in the overlapping pile. Iran-Contra investigators. Later pamphleteers who enlarged the rooms.
FEMA has always said REX 84 was a drill.
6. Recovery Logistics
Partial exercise language in later reporting. Iran-Contra ancillary paper. No full public operations order.
7. Assessment
A drill file with a shadow. Keep 1984. Keep FEMA as author. Keep North as adjacency, not as proof that every rumour is a signed annex. Do not write stadiums as fact on this page. Do not write a continuity exercise as harmless because the word exercise is on the cover. Sit it near Gladio and Garden Plot as the American version of a government practising exceptional power.
8. Materials & Remains
Secondary reporting. Fragments. Iran-Contra context. No complete declassified playbook in this archive.
9. Key Personnel
FEMA planners : The exercise.
Oliver North : The overlapping safe.
Iran-Contra investigators : The accidental light.
10. Aftermath
REX 84 becomes a password on the conspiratorial right and a shrug at FEMA. The document set is still thinner than the speeches.
11. Current Archive Status
Status: REX 84 drill, 1984. FEMA. North adjacency. Full playbook not public.
Confidence: High that an exercise by that name was written. High that Iran-Contra searches pulled emergency paper into view. Low that the popular stadium version is in a signed order. Low that every continuity annex from that year is public.
Filing note
A year on a cover, a disaster agency practising power, a safe opened for another scandal, two captions glued together by proximity, a speech about stadiums that still has not produced a page number.
A drill is how a structure is practised. Believe the first half. Demand paper for the second.
