1. Public Record

Mid-1980s. The Boland amendments restrict US aid to the Nicaraguan Contras. The National Security Council staff, Oliver North the visible officer, looks for other money and other guns. Weapons move toward Iran in a period when Tehran is holding or influencing American lives and when official policy says no deals for hostages. Profit and diverted funds move toward the Contras. Israel is in the chain. Private networks and cut-outs do work a statute was written to stop.

November 1986, the Hasenfus flight comes down in Nicaragua and a Lebanese paper names the Iran side. Reagan addresses the country and first minimises, then cannot. A special review board, Tower. Independent counsel Lawrence Walsh for years. North and John Poindexter are convicted on pieces and later see convictions undone on process. Caspar Weinberger is pardoned before trial. The hostages are not all home on a clean schedule. The Contras do not become a simple victory.

The file is the bypass, the November break, and the years of counsel. It is not a manual for either war.

I did not trade arms for hostages.

Ronald Reagan, early public line, later walked back in part

2. Date of Incident

Diversions mid-1980s. Public break November 1986. Tower 1987. Walsh through the early 1990s. Pardons into 1992.

3. Location

NSC suite, Washington, with legs in Iran and Central America. Approximate 38°54 N 077°02 W.

4. Official Narrative

Tower and Walsh found a bypass of Congress. Official narrative split by party then and now. Courts took some names and then let procedure unwind them.

5. Witness Layer

North. Poindexter. Reagan. Weinberger. Walsh. Tower panel. Hasenfus as the man who fell into the story.

The Hasenfus flight comes down.

November 1986, the public seam

6. Recovery Logistics

Tower report. Walsh volumes. Hearing film. Shredded and recovered notes in the North office story.

7. Assessment

A bypass file. Keep Boland in the first block so the later speeches cannot skip the statute. Keep November 1986 as the seam. Convictions that collapse on process are still a record of what a jury heard. Do not write every Central American gun as this caption. Do not write Reagan as only a bystander or only a master. The staff did the work. The President owned the shop.

8. Materials & Remains

Tower. Walsh. Hearings. The November addresses.

9. Key Personnel

Oliver North : The visible officer.

John Poindexter : NSC.

Ronald Reagan : The shop.

Lawrence Walsh : The long counsel.

10. Aftermath

Pardons close some dockets. The phrase Iran-Contra becomes shorthand for a White House that went around a vote. Later covert arguments still trip over Boland without saying the name.

11. Current Archive Status

Status: Mid-80s bypass. Break Nov 1986. Tower and Walsh. Some convictions undone.

Confidence: High that NSC staff ran an Iran channel and a Contra diversion after Boland. High that November 1986 made it public. Low that every dollar path is in Walsh. Low that the early "no arms for hostages" line was simple confusion.

Filing note

A statute with a name, a staff officer who treated it as a problem to go around, guns one way and money the other, a plane in the trees, a President on television twice, a counsel who outlasted the term, pardons that ended what juries had started.

The Hasenfus flight comes down. Not a metaphor. A cargo aircraft on a jungle floor, which is how a quiet channel becomes a caption.
