1. Public Record

Phoenix Program, 1967 to 1972. A United States and South Vietnamese effort to destroy the Viet Cong infrastructure by identifying, capturing, turning or killing members of that infrastructure. CIA adjacency. Civil Operations and Revolutionary Development Support as the larger umbrella. Provincial Reconnaissance Units on the ground. Numbers vary by the hand that writes them: tens of thousands "neutralized" in official counts, with kill and capture mixed in ways later hearings did not enjoy.

William Colby defends it before Congress as an attack on an apparatus, not a murder list. Critics call it a machine for abuse, torture and body counts that would not sit still. The program ends in 1972. The paper does not. Neutralized is the official verb. It does the most work and the least describing.

A list. A province. A number that will not sit still.

Neutralized.

The official verb

2. Date of Incident

1967-1972 as the named program. Congressional hearings after.

3. Location

South Vietnam, province by province. Approximate 10°45 N 106°40 E.

4. Official Narrative

Counter-infrastructure. Official narrative is a program that existed and was defended as necessary. Later narrative includes abuse. Both sentences are in the hearing record.

5. Witness Layer

PRU. Advisers. Colby. Vietnamese targets and families. Congressional questioners.

6. Recovery Logistics

Lists. After-action counts. Hearing transcripts. No single crate.

7. Assessment

A list file. Keep both verbs. Keep the date range. Do not write a cartoon of assassination only. Do not write a clean counter-insurgency. The hearings exist because the integer would not sit still. CORDS is the bureaucratic name that lets Phoenix hide in a larger folder.

8. Materials & Remains

Program paper. Hearing transcripts. Province counts.

9. Key Personnel

William Colby : The defence.

PRU and advisers : The work.

10. Aftermath

The name becomes a shorthand. The dead do not become a single agreed integer.

11. Current Archive Status

Status: 1967-72. Neutralized counts disputed. Hearings after. Paper remains.

Confidence: High that the program existed under that name with kill-and-capture aims. Low that any published total is the last total. Low that defence or criticism is a complete ledger.

Filing note

A province list, a unit with a long name, a verb that meant capture and also meant dead, a defence in a suit, a hearing that could not make the integer hold still.

Neutralized. The official word. It does the most work and the least describing.
