1. Public Record

Cheviot Beach, Portsea, Victoria. 17 December 1967, a gusty afternoon. Harold Holt, Prime Minister of Australia, with Marjorie Gillespie, her daughter Vyner, Martin Simpson, Alan Stewart. He changes behind a rock into blue trunks. The surf at high tide is higher than they have seen. He says he knows this beach like the back of his hand and walks in without breaking stride. Simpson goes knee-deep and stops. Stewart feels the undertow and stops. They watch him swim into what Stewart calls dangerous turbulence. He does not come back.

A joint Commonwealth and Victoria Police report, January 1968: last movements ordinary, demeanour ordinary, conditions not. High wind, rough sea, rip. Body never recovered. Possible marine life, tide, rock cleft. No formal inquiry. The government takes the police page. Later books try China, a submarine, a vanishing on purpose. None of them produce a body either.

Blue trunks. A beach he said he knew. No funeral with a coffin that held him.

I know this beach like the back of my hand.

2. Date of Incident

17 December 1967. Police report January 1968.

3. Location

Cheviot Beach, Portsea, Victoria. Approximate 38°19 S 144°42 E.

4. Official Narrative

Accidental drowning. Official narrative is the January 1968 joint report. No inquest that called it anything else.

5. Witness Layer

Gillespie. Vyner. Simpson. Stewart. Police. Later theorists who never stood in that rip.

There has been no indication that the disappearance of the late Mr Holt was anything other than accidental.

Joint police report, January 1968

If Mr Holt can take it, I had better go in too.

Alan Stewart, who then stopped

6. Recovery Logistics

Divers, boats, air. No body. The explanations for that are in the police page.

7. Assessment

A beach file. Keep the blue trunks and the unbroken stride. Keep the two men who felt the same water and came back. China and submarines are later furniture. Do not write a statesman as a swimmer who could not misread a rip. Do not write the missing body as proof of a second story. Plenty of Bass Strait bodies never come in.

8. Materials & Remains

Police report. Witness statements. An empty beach.

9. Key Personnel

Harold Holt : The swimmer.

Marjorie Gillespie : On the sand.

Alan Stewart / Martin Simpson : The men who stopped.

10. Aftermath

A memorial pool instead of a grave. A country that still tells the walk-in as if the sentence might change. It has not.

11. Current Archive Status

Status: 17 Dec 1967. Cheviot Beach. Police: accidental. No body.

Confidence: High that Holt walked into that surf in view of four people and did not return. High that the 1968 report found no other indication. Low that a foreign service took him. Low that the cleft theory will be tested.

Filing note

A Prime Minister in blue trunks, a beach he claimed by heart, two men who took one step and felt the same water refuse them, a January page that would not open an inquiry, a body the Strait kept.

Like the back of my hand. The last confidence. The rip did not care what he knew.
