1. Public Record

Eupen, 29 November 1989. Two gendarmes on the road toward the Hautes Fagnes watch a large silent triangle with lights at the corners hang and then move as no light aircraft should. Heinrich and his partner in the usual telling. That night opens the Belgian Wave as more than a rumour. Other nights follow into 1990. The F-16 intercepts and the Petit-Rechain photograph become the later jewels. This page is the first clean night, not the whole wave. The wave already has a folder on this shelf.

Official Belgian paper goes farther than most European desks: interest, radar talk, no identification that holds. Sceptics offer aircraft and a later faked still. The gendarmes' triangle does not need the still. It needs the road. A patrol is a payroll. A poster is a later problem.

A Fagnes night. Two men on duty. A wave that started as a patrol.

A large silent triangle with lights at the corners hang and then move as no light aircraft should.

On the Eupen object

Silence is the expensive part. Helicopters make a noise a gendarme already knows. Corner lights on a dark mass that will not behave like a trainer is why 29 November became the spine instead of a single farm call.

2. Date of Incident

29 November 1989, opening night of the wider 1989-90 wave.

3. Location

Eupen / Hautes Fagnes, Belgium. Approximate 50°38 N 006°02 E.

4. Official Narrative

Belgian military and gendarmerie interest. Official narrative is unidentified on the nights that matter. No public recovery.

5. Witness Layer

Two gendarmes as the opening pair. Later wave witnesses. F-16 crews as a different night. Petit-Rechain as a later still, disputed.

This page is the first clean night, not the whole wave.

On why Eupen sits beside the wave folder

Waves eat opening nights. Do not let 1990's pile bury two men on a November road. The intercepts can live next door. So can the photograph that later went to court in the court of public argument.

The gendarmes' triangle does not need the still. It needs the road.

On evidence order

If the still is dirty, the patrol is still a patrol. If the still is clean, it is still later. Order is the discipline this page will keep.

6. Recovery Logistics

Statements. Later radar and photo arguments. No object on the Fagnes.

7. Assessment

Start with two men on a payroll looking at their own sky. That is why 29 November is the spine. The wave can be messy. The opening patrol does not have to carry Petit-Rechain on its back. Aircraft closes have to work for a silent triangle that hung.

This folder files Eupen as the night the Belgian Wave became a duty log. Keep the wider wave on its own page. Keep the still in a later paragraph if it must come in at all.

8. Materials & Remains

Gendarmerie statements. Wave paper. Disputed later photograph as extra.

9. Key Personnel

Eupen gendarmes, 29 Nov 1989 : The road.

10. Aftermath

Belgium keeps the triangle as a national case. The Fagnes stay dark. The wave folder stays next door. The still stays an argument that should not be allowed to eat the first night.

11. Current Archive Status

Status: 29 Nov 1989. Two gendarmes. Triangle. Wave opens.

Confidence: High that two on-duty gendarmes reported a large triangle that night. Low that the later still is clean. Low that the object is typed.

Filing note

A Fagnes road in November, two gendarmes whose job was the dark, a silent triangle with corner lights, a country that then spent a year looking up, a photograph that arrived later and should not be allowed to eat the patrol.

It needs the road. Not the poster.
