1. Public Record

Buff Ledge, Lake Champlain, Vermont, 7 August 1968. A girls' camp dock after lights-out. Two staff, Michael Lapp and Janet Cornell in the later telling, watch a bright disc come in off the water. Figures in the glow. A night that later grows missing time and a hypnotic layer. The dock is real. The camp is real. The water is the same lake Champ already shares with this shelf. This page is the dock, not the long-neck.

Walter Webb takes the case in the 1970s and writes it up with the care a NICAP man brings to two young witnesses who did not want a circus. The camp sits on a ledge above the lake. After lights-out the dock is off-limits. That is why the hour matters. Hypnosis is the expensive extra, added years later when the night would not sit still. The first night is two people on planks who should have been in their bunks. Keep that order. Champlain will try to weld this to Champ. Do not let it. Same water. Different card.

Webb interviews, maps the dock, and resists the festival. Other 1968 nights do not get that patience. Buff Ledge survives because someone wrote the planks down before the sessions arrived.

A dock. A disc off the water. Two staff who were not on the roster for that hour.

Two staff watch a bright disc come in off the water.

On the first night

Water and a light are cheap on Champlain. A disc with figures is the expensive sentence. File the dock first. Let the figures earn the next line.

2. Date of Incident

7 August 1968, after lights-out. Webb's investigation in the following decade. Hypnotic sessions later still.

3. Location

Buff Ledge Camp, Lake Champlain, Vermont. Approximate 44°36 N 073°16 W.

4. Official Narrative

No official recovery. Official narrative is absence. Webb's paper is investigator work, not a ministry type.

5. Witness Layer

Michael Lapp. Janet Cornell. Walter Webb. Camp as geography, not as a chorus.

Hypnosis is the expensive extra. The first night is two people on planks who should have been in their bunks.

On evidence order

Later recall can be sincere and still be later. Keep 7 August as a dock night. Keep the sessions in a shorter paragraph. They do not get to rewrite the planks.

Champlain will try to weld this to Champ. Do not let it.

On the neighbouring folder

Same water, different card. A long-neck is not a disc. A disc is not a long-neck. Write the lake twice if you must. Do not write it once.

6. Recovery Logistics

Webb's case file. Witness statements. No object from the water.

7. Assessment

Start with two staff out after lights-out and a light off the lake. That is already a file. Figures and missing time are the 1970s layer. Allowed as later talk. Not allowed to eat the dock. Webb is why the night survived without a festival.

This folder files Buff Ledge as a Champlain dock night with a later hypnotic skin. Keep Champ next door. Keep the camp's real name. There was no tray in the water.

8. Materials & Remains

Webb. Statements. No hardware.

9. Key Personnel

Michael Lapp / Janet Cornell : The dock.

Walter Webb : The later paper.

10. Aftermath

The camp does not become a brand. Compilers keep the date. Champlain keeps both of its folders.

11. Current Archive Status

Status: 7 Aug 1968. Dock. Disc off water.

Confidence: High that two camp staff reported a light and a disc off Champlain that night. Low that the hypnotic layer is a type. Low that Champ belongs on this card.

Filing note

A Vermont dock after lights-out, two staff who should have been in bunks, a light off Champlain, figures in the later telling, a NICAP man who wrote it down without a circus, a long-neck next door that must not eat the planks.

They were not on the roster for that hour. That is the camp sentence.
