1. Public Record

Puerto Rico, 1995. Dead goats, hens, rabbits. Two punctures. Blood gone, or said to be. The island papers ran it first as a farm problem. Radio man Silverio Perez put two Spanish words together and the thing had a name: chupacabra, goatsucker. In Canovanas, Mayor Jose Soto walked the brush with armed parties and said he could smell it, like a pig farm only stronger. He put the town toll above forty animals.

The figure that left the island came from a street in Barrio Campo Rico, Canovanas, second week of August, afternoon. Madelyne Tolentino, thirty-one, saw something about three to four feet, walking on two legs, arms back, spikes down the back, large eyes, a hop like a kangaroo. She had watched the film Species that summer. Investigator Benjamin Radford later put her description next to Sil and they sat close. The name did not stay in Puerto Rico. Texas and Mexico later attached hairless dogs and mange. Keep those as a second species. This file is the 1995 island and the woman at the window.

It was walking like a human, on both legs. Its arms were drawn back in an attack position.

Madelyne Tolentino, Canovanas, August 1995

2. Date of Incident

Animal deaths through 1995. Tolentino: second week of August. Name in the papers that autumn. Soto searches from late October.

3. Location

Canovanas and the towns of Orocovis and Morovis, Puerto Rico. Approximate 18°23 N 065°54 W.

4. Official Narrative

Agriculture vets looked at carcasses and spoke of dogs, sects, other animals. No capture. Official narrative is dead stock and a name. Soto's parties found no body they would sign.

5. Witness Layer

Farmers first. Tolentino as the long look. Soto as the mayor who put on fatigues. Perez as the man who named it on air.

It has killed more than 40 animals in this town. The farmers are worried.

Mayor Jose Soto, Canovanas

It sucked out the animals' blood.

6. Recovery Logistics

Carcasses. Vet notes. No specimen from the 1995 searches.

7. Assessment

A naming file. Punctured goats plus one afternoon on a street. Do not fuse the island spikes with the later Texas dogs. They are different animals in different years. Species is on the table next to Tolentino and should stay there. A mayor with a smell is not a hide.

8. Materials & Remains

1995 papers. Vet statements. No body the island produced.

9. Key Personnel

Madelyne Tolentino : The street.

Jose Soto : The searches.

Silverio Perez : The name on the radio.

Benjamin Radford : Later, Species.

10. Aftermath

The word left the commonwealth. Later continents borrowed it for other carcasses. Canovanas kept the mayor's hunts as civic memory.

11. Current Archive Status

Status: 1995 Puerto Rico deaths and a Canovanas sighting. Name coined that year. No specimen.

Confidence: High that animals died and that Tolentino gave a description. High that the name is 1995. Low that a spiked biped was taken. Low that later hairless dogs are the same file.

Filing note

Dead goats, two holes, a radio word, a mayor in the brush, a woman at a window on an August afternoon, a film that had already put spikes on a back. The island did not bag it. The word travelled anyway.

He said he could smell it. Not a hide on a table. A mayor walking toward a pig-farm stink that he could not produce.
