1. Public Record

Bodmin Moor, Cornwall, from the early 1980s. Farmers reported a large dark cat, sheep dead in ways they did not like, scratch marks, video, plaster casts. Rosemary Rhodes at Ninestones lost ewes, sold a flock, sent hair to the NFU and did not like the silence that came back. Others counted pumas in the teens. In 1995 MAFF sent ADAS men Charlie Wilson and Simon Baker for 26 days and £8,200. Junior minister Angela Browning, wearing a cat brooch, stood the result: four livestock deaths in the study window, none that looked like a big cat. Footprints too small. A video leap over a wall that measured a foot. A photograph on a gatepost that scaled to a domestic shoulder. A dog collar under one sheep.

The report said it was not possible to prove such an animal did not exist, and that if it did, hard evidence would have come. Farmers were not convinced. Sightings to Devon and Cornwall Police continued for years after, thinner. A later zoo story about pumas released in the early 1980s attached itself to the moor as a tidy cause. The moor does not confirm releases.

No verifiable evidence for the presence of a big cat was found.

ADAS / MAFF report, July 1995

2. Date of Incident

Sightings from about 1983. Ministry study early 1995, press conference 19 July 1995. Police logs after.

3. Location

Bodmin Moor, Cornwall. Approximate 50°34 N 004°37 W.

4. Official Narrative

MAFF: no serious threat to livestock, no verifiable big cat. Official narrative is a domestic cat on a low wall. The report itself admits absence of proof of absence.

5. Witness Layer

Farmers first, years of it. Rhodes and her video. Wilson and Baker as the official eyes. Browning as the brooch at the table.

Everybody will think we have been suffering some kind of mass hallucination in this part of Cornwall.

Rosemary Rhodes, after the close

There is no indication that it is anything other than a domestic cat.

6. Recovery Logistics

Casts, hair, video, four carcasses in the study window. No cat in a trap the ministry would own.

7. Assessment

A ministry-close file, not a hunt. That is the rare part. Keep the collar under the sheep. Keep the one-foot wall. Keep Rhodes selling the flock before Baker arrived. A domestic cat can leap a foot. It has a harder time carrying twelve years of farm talk by itself. Do not invent a released puma the zoo cannot put on a date and a gate.

8. Materials & Remains

The 1995 ADAS paper. Farmer video. No specimen.

9. Key Personnel

Rosemary Rhodes : Ninestones. The flock.

Charlie Wilson and Simon Baker : ADAS, 26 days.

Angela Browning : The close. The brooch.

10. Aftermath

The Beast stayed on tea towels. The ministry did not go back. Police still took the odd call.

11. Current Archive Status

Status: MAFF study, Bodmin Moor, 1995. No verifiable big cat. Farmers unconvinced.

Confidence: High that the ADAS paper exists and that the wall in the video was low. High that farmers reported kills for years before the study. Low that a panther was taken. Low that four quiet weeks close twelve noisy ones.

Filing note

A moor, dead ewes, a woman who sold her sheep, a video over a wall, two men with 26 days, a minister in a cat brooch saying the threat was not serious. The report left a door open and then stood in front of it.

She wore the brooch to the press table. Not a hunt. A piece of jewellery chosen for the sentence she had come to read.
