1. Public Record
Three Mile Island, near Harrisburg, Pennsylvania, 28 March 1979. Unit 2. A pilot-operated relief valve sticks open. Instruments mislead the shift. Water that should be in the core is not. A partial melt follows. The public learns the noun "meltdown" as a weather report. Governor Thornburgh tells pregnant women and preschool children to leave a five-mile radius. The industry says the containment held. The cameras stay for weeks. The China Syndrome is already in theatres, which does not help the operators and does not cause the valve.
This is not Windscale's graphite and not Mayak's tank. It is a light-water plant that came close enough for a country to learn the diagram. No city dies. The unit dies. The neighbourhood lives with cooling towers that became a postcard of fear. Defueling takes years. Unit 2 does not return to the grid.
A valve. A radius. Towers that outlived the core.
The public learns the noun "meltdown" as a weather report.
Weather reports are how a democracy finds out it did not own the diagram. Neighbours watch the towers and wait for a word the shift already fears. Containment holding is a fact. So is the order to move people who had been told the plant was boring.
2. Date of Incident
28 March 1979 and the following days. Defueling and sealing stretch across later years.
3. Location
Three Mile Island, Dauphin County, Pennsylvania. Approximate 40°09 N 076°43 W.
4. Official Narrative
Official narrative is a partial core melt with containment intact and limited off-site dose. Inquiries follow. Unit 2 does not return.
5. Witness Layer
Operators on the shift. NRC. Thornburgh's office. Neighbours in the radius. Press. Later campaigns that used the towers as a silhouette.
Schools and pregnant women are told to leave a radius.
Five miles for the most cautious official sentence. That is not Chernobyl. It is also not nothing. A radius is how a state admits the diagram left the building.
The unit dies. The neighbourhood lives with a cooling tower that became a postcard of fear.
Unit 1 can still work in later years. Unit 2 is the ruin inside the working site. The postcard does not care which unit is which. The skyline is the file most people keep.
6. Recovery Logistics
Defueling over years. Unit 2 sealed as a ruin inside a working site. Paper by the ton. No craft required.
7. Assessment
File as industry again. The valve is the small object. The noun is the large one. A country that had been told nuclear was boring learned it was a diagram they did not own. Containment holding is allowed as a fact. So is the evacuation of people who were not given the diagram in time. The film in theatres is weather, not a cause.
This folder files TMI as the American 1979 lesson and keeps Windscale and Kyshtym as the 1957 pair. No craft. A tower and a valve are enough.
8. Materials & Remains
Unit 2 as a sealed plant. Inquiry volumes. The towers as skyline.
9. Key Personnel
TMI Unit 2 operators : The shift.
NRC / Commonwealth : The radius.
Richard Thornburgh : The public order.
10. Aftermath
US plant orders stall. The towers stay in every still. Harrisburg stays a city that learned a river island's name. Unit 2 stays dead inside a site that still has a living neighbour.
11. Current Archive Status
Status: 28 Mar 1979. Partial melt. Tower stays.
Confidence: High that Unit 2 suffered a partial core melt and that a radius was evacuated. High that containment did not fail as Chernobyl later failed. Low that every public sentence that week was complete.
Filing note
A Pennsylvania island, a valve that stuck, a core that partially died, a radius told to move, towers that became the picture of a noun the country had not wanted to learn.
The unit dies. The neighbourhood keeps the silhouette. That is the American version of a lid coming off.
