PROJECT SHAMROCK
1945-1975. Three carriers, every international telegram. Allen kills it May 1975. Church: largest ever.

1. Public Record
August 1945. Wartime telegram copying does not stop. Signal Security Agency officers, with Secretary of War Robert Patterson in the room of that decision, go to the heads of RCA, ITT, and Western Union and ask them to keep sending microfilm of every international telegram through New York, no statute, no Justice, no Congress. The companies agree. Cover name: SHAMROCK. AFSA inherits it. NSA inherits it in 1952. From the 1960s the copies are tape as well as film.
Traffic includes Americans. At height, about 150,000 messages a month printed and looked at. Take goes to FBI, CIA, Secret Service, BNDD, Defense. Sister watch-list work is MINARET. In May 1975 the investigations close in. NSA director Lew Allen kills Shamrock on his own authority. Carriers stop the same day. Church hears the companies and Allen in October and November 1975 and calls it probably the largest government interception program affecting Americans ever undertaken.
A 1977 Justice review says wiretap law was broken and then blames thirty-five years of presidents and Congress for the missing leash, more than the clerks who ran the film.
Probably the largest government interception program affecting Americans ever undertaken.
2. Date of Incident
Opened August 1945. NSA era from 1952. Killed May 1975. Church autumn 1975.
3. Location
New York international gates and Fort Meade. Approximate 39°06 N 076°46 W.
4. Official Narrative
A voluntary carrier program without a statute. Official narrative after Church is unlawful bulk take. Allen's kill is the Agency ending it before a statute does.
5. Witness Layer
Carrier executives. Allen. Church. The unnamed Americans on the film.
A 35-year failing of Presidents and the Congress rather than the agencies or their personnel.
6. Recovery Logistics
Hearing record. Internal NSA notes to the committee. Film and tape not a public archive.
7. Assessment
A cable-office file. Keep 1945 so it is not a Nixon story. Keep the company yes, which is how a war habit becomes a twenty-year peace habit. Church's largest-ever line is the caption. Do not write every later metadata fight as Shamrock. Do not write the clerks as the authors of the missing law. Sit it with Minaret and CHAOS as the take that already existed when Huston wanted a menu.
8. Materials & Remains
Church Book III. Allen testimony. Carrier testimony. No public message dump.
9. Key Personnel
RCA / ITT / Western Union : The film.
Lew Allen : The stop.
Frank Church : The largest-ever sentence.
10. Aftermath
FISA is the statutory aftertaste. The companies go back to being companies. The number 150,000 stays in the footnote.
11. Current Archive Status
Status: 1945-1975 cable take. Allen ends it May 1975. Church: largest ever.
Confidence: High that the three carriers fed NSA for three decades and that Allen stopped it in 1975. High that Americans were in the traffic. Low that every downstream use is mapped. Low that 150,000 is a peak rather than a rounding.
Filing note
Three company heads in 1945, no statute, microfilm of every wire through New York, a hundred and fifty thousand pages a month, a director who killed it himself when the committees arrived, a senator who needed a superlative and had one.
The companies agreed. That is the whole first night. Not a hack. A handshake after a war, left running until someone said the word in a hearing.
