1. Public Record

U.S. Army and DIA remote-viewing work, late 1970s to 1995. Gondola Wish looked at what an adversary might do. Grill Flame, from 1978, put viewers in buildings 2560 and 2561 at Fort Meade under INSCOM Detachment G. SRI, first Hal Puthoff and Russell Targ, later Edwin May, held the contractor end. Names changed: Center Lane, Sun Streak, Star Gate. Peak mid-1980s, about seven full-time viewers. Roughly twenty million dollars across the whole run. "Eight-martini" results were the in-house joke for a session that was too exact to sit down after.

In 1995 CIA asked the American Institutes for Research to close the book. Jessica Utts wrote that anomalous cognition had been shown statistically. Ray Hyman wrote that statistics were not a phenomenon. AIR's management line: even if the lab effect is real, the product is too vague for actionable intelligence. The program ended that year. Files later went out through FOIA in bulk. Pat Price, Ingo Swann, Joseph McMoneagle sit in the viewer lists. The Army did not claim a new sense. It claimed a desk that had been allowed to try.

Continued use of remote viewing in intelligence gathering operations is not warranted.

AIR evaluation for CIA, 29 September 1995

2. Date of Incident

Grill Flame 1978. Star Gate name later. AIR close 1995. FOIA after.

3. Location

Fort Meade, Maryland, and SRI. Approximate 39°06 N 076°44 W.

4. Official Narrative

DIA/Army: an operational experiment. CIA/AIR 1995: shut it. Official narrative is a closed shop, not a confirmed faculty.

5. Witness Layer

Viewers. May, Puthoff, Targ. Utts and Hyman as the split bench. Program managers at Meade.

Eight-martini results.

In-house phrase for a session that landed too hard

A statistically significant effect has been observed in the laboratory.

AIR report, before the operational no

6. Recovery Logistics

Session packets. The AIR paper. FOIA dumps. No new organ on a slab.

7. Assessment

A program file with a split verdict stapled to the end. Keep Utts and Hyman on the same page. Keep the operational no. A joke about martinis is not a source. Twenty years and twenty million is why this is not a parlour game. Do not promote Star Gate into a working crystal. Do not write it off as only a contractor's invoice.

8. Materials & Remains

Declassified session files. AIR 1995. Viewer memoirs of uneven weight.

9. Key Personnel

INSCOM Detachment G : Meade.

Edwin May / SRI : Contractor science.

Jessica Utts : The statistical yes.

Ray Hyman : The operational no.

10. Aftermath

The desks were cleared. The phrase remote viewing left the compound and did not come back with a budget. FOIA made the folders a hobby.

11. Current Archive Status

Status: Army/DIA viewing program, 1978-1995. AIR close: not actionable. Files public.

Confidence: High that the program existed under those names and spent in the tens of millions. High that AIR recommended a stop. Low that the product met an intelligence standard. Low that the lab effect has a settled mechanism.

Filing note

A hut at Meade, a contractor in California, men and women staring at envelopes, a joke about eight martinis, a 1995 paper that split down the middle and then said no. The Army let the shop run for seventeen years.

Not warranted. Two words at the end of a long evaluation. A program allowed to exist until a sentence that short could be signed.
