1. Public Record

8 March 1971, International Women's Day. Eight people calling themselves the Citizens' Commission to Investigate the FBI walked into the Bureau's three-room resident agency in Media, Pennsylvania, and took more than a thousand documents. None of the eight was caught. Selected pages went out in the mail to newspapers. WIN magazine later printed a fat run. The letters on some files read COINTELPRO. Counterintelligence program. Domestic. Running since 1956 against the Party, then against the Klan, the New Left, Black nationalist groups, and others the Bureau had decided were a problem.

The Media take showed the mix in one small office: about 40 percent political surveillance, 1 percent organised crime. Hoover shut the formal COINTELPRO name in April 1971 once the papers were out. The Church Committee, five years later, put the methods on a larger table: anonymous letters, false news, infiltrators, the attempt to break people rather than only to watch them. The famous line in one Black-nationalist memo was about preventing the rise of a messiah. The burglars stayed unnamed in public for decades. The files did not.

40 percent were devoted to political surveillance and the like.

Analysis of the Media haul, as later summarised

2. Date of Incident

Program from 1956. Media break-in 8 March 1971. Formal name retired April 1971. Church in the mid-1970s.

3. Location

FBI resident agency, Media, Pennsylvania, and desks across the field. Approximate 39°55 N 075°23 W.

4. Official Narrative

Hoover ended the captioned program after the leak. Official narrative is a closed chapter plus later guidelines. Church did not treat it as a rumour.

5. Witness Layer

The eight. Agents whose files left the building. Church staff. Field offices that had used the caption.

Prevent the rise of a messiah.

Language from a COINTELPRO Black-nationalist memo, as later published

6. Recovery Logistics

Stolen paper. WIN. Church volumes. The Bureau never got the eight.

7. Assessment

A stolen-filing-cabinet file. That is how the caption left the building. Keep Media as the lockpick and Church as the catalogue. Do not make every later FBI mistake this program. Do not pretend a retired caption is the same as retired habits. One percent on gambling in a town office is the ratio that still reads cold.

8. Materials & Remains

The Media documents. Church report. No recovered burglars.

9. Key Personnel

Citizens' Commission : Eight. Uncaught.

J. Edgar Hoover : The caption. The close.

Church Committee : The later map.

10. Aftermath

Guidelines. A Church. The word COINTELPRO became shorthand. The eight told their story only when the statute had cooled.

11. Current Archive Status

Status: FBI domestic program, 1956-71. Exposed from Media, 8 March 1971. Church after.

Confidence: High that the Media files are genuine and that COINTELPRO was a real caption. High that Hoover retired the name that spring. Low that every method died with the name. Low that the eight will ever be processed as a burglary.

Filing note

A small town office, International Women's Day, eight people, a thousand pages, a caption the country had not been told to read, a director who retired a name and not a habit, a Senate that had to draw the map later.

One percent organised crime. Not a speech. A ratio in a suburban filing room that told you what the other drawers were for.
