1. Public Record
Project Bluebird first. Then, 20 August 1951, Project Artichoke, Office of Scientific Intelligence. Morse Allen in the paper. The question written down in January 1952: can we get control of an individual to the point where he will do our bidding against his will and even against fundamental laws of nature, such as self-preservation. Polygraph, hypnosis, isolation, cocaine, cannabis, mescaline, then LSD as the promising bottle. A 1951 note asked about hypospray and a tear-gas pencil. Korean POWs sit in at least one 1951 meeting note. Artichoke teams were meant to work with Army, Navy, Air Force and FBI intelligence.
MKUltra took the shop in 1953. Artichoke is the harder twin because the sentence is operational, not academic. Morse Allen also wrote that hypnotic product could not always be regarded as accurate. That limit sat in the same drawer as the ambition. Church and the later dumps are how the caption left the building.
Can we get control of an individual to the point where he will do our bidding against his will and even against fundamental laws of nature, such as self-preservation?
2. Date of Incident
Bluebird 1950. Artichoke 20 August 1951. MKUltra 1953 onward.
3. Location
CIA OSI desks, and field teams. Approximate 38°57 N 077°08 W.
4. Official Narrative
A research interrogation program. Official narrative after Church is that it existed and that MKUltra swallowed it. No public roster of every subject.
5. Witness Layer
Morse Allen. Hillenkoetter's earlier Bluebird note. Dulles as later reader. Subjects unnamed in the open paper.
Individuals under hypnotism will give information, but it could not always be regarded as accurate.
We cannot accept this lack of evidence as proof.
6. Recovery Logistics
Memos. Budget lines for syringes and hypnotists. No complete subject list.
7. Assessment
A question-on-paper file. Sit it under MKUltra, not inside it. The 1952 sentence is the whole ambition. Allen's accuracy warning is the whole limit. Korean POW language makes it operational before Ultra's academic cover. Do not write Artichoke as a completed assassin switch. Do not write it as only a thought experiment. They bought the pencil.
8. Materials & Remains
Declassified Artichoke memos. Church. No public machine that worked as advertised.
9. Key Personnel
Morse Allen : The notes.
OSI : The shop.
Allen Dulles : The later desk.
10. Aftermath
Ultra took the name and the budget style. Artichoke survived as the question people quote when they want the raw version.
11. Current Archive Status
Status: CIA interrogation shop, 1951-53. Then Ultra. Question on paper. Limit on paper.
Confidence: High that Artichoke existed under that caption and asked the 1952 question. High that drugs and hypnosis were in the kit. Low that a reliable involuntary assassin method was delivered. Low that every field use is in the open dump.
Filing note
Bluebird, a new caption in August 1951, a January sentence about self-preservation, a warning that trance talks in fantasy, a pencil on a requisition, Ultra arriving to take the shop. The raw version is shorter than the later one.
Even against self-preservation. Not a film line. The clause they added when bidding was not enough.
