1. Public Record

Tuskegee and Macon County, Alabama, 1932. United States Public Health Service, with the Institute. Six hundred Black men. Three hundred and ninety-nine with syphilis, two hundred and one without. Told they were being seen for bad blood. Free exams, meals, burial insurance. Consent as later understood was not taken. The study was meant to last months. It lasted forty years. By 1943 penicillin was the treatment. It was not offered. Letters still invited the men to special examinations to see whether the treatment had improved their health. Spinal taps they hated. Peter Buxton inside the PHS pushed from 1968. Associated Press, 1972. A panel that October said stop. Care after. Clinton apology, 16 May 1997, to the men still living.

The archive shows the denial was not a fog. It was written. Bad blood did the work that syphilis on the page would not have done in that county.

2. Date of Incident

Start 1932. Penicillin withheld from the 1940s. Press 1972. Apology 1997.

3. Location

Macon County, Alabama. Approximate 32°25 N 085°42 W.

4. Official Narrative

Ended 1972 as unethical. Official narrative now is the study, the withholding, the apology. No one was jailed for the caption.

5. Witness Layer

The six hundred. USPHS physicians. Buxton. The 1972 panel. Survivors in 1997.

6. Recovery Logistics

Study files now digitised. No hidden cure in a drawer. Care promised after the stop.

7. Assessment

A letterhead file. Sit it with Sunshine as a shop that used bodies as a long table. Keep penicillin on the page so the 1932 start cannot excuse the 1950s. Bad blood is the phrase that did the enrollment. The apology is late paper. It does not shorten forty years.

8. Materials & Remains

USPHS records. AP 1972. Clinton text. Survivors' later care files.

9. Key Personnel

USPHS / Tuskegee Institute : The caption.

Peter Buxton : The inside push.

The 600 : The study.

10. Aftermath

IRB rules and consent law took this file as a lesson. Trust in public health in that county did not reset on the apology day.

11. Current Archive Status

Status: USPHS study, 1932-72. Treatment withheld. Ended after press. Apology 1997.

Confidence: High that the study ran forty years and that penicillin was not given. High that enrollment used bad blood. High that 1972 ended it. Low that every physician's private knowledge is in the open file.

Filing note

Six hundred men, a phrase that was not the disease, meals and a burial policy, a drug on the market that never reached the room, letters about treatment they were not receiving, a whistle from inside, a newspaper, an apology when most of the cohort was already dead.

Whether the treatment has improved your health. A sentence on official paper to men who were not being treated.
