1. Public Record
Operation Menu, March 1969 to May 1970. Secret B-52 bombing of officially neutral Cambodia. Breakfast, Lunch, Dinner, Snack, Dessert, Supper: the names of the strike sets. Nixon and Kissinger. Sorties are written into the record as if they had fallen on South Vietnam. The map is the lie. The ground is Cambodia.
The New York Times breaks it in May 1970. Congress is told late. Hearings follow. The menu is the joke the flyers did not choose. Sihanouk's neutrality is the official fiction the bombs ignore. Civilian counts from the eastern provinces never become a single clean integer in the American paper. The program has a start, a stop and a press break. The years under the bombs do not come back.
A breakfast. A falsified log. A country that was not supposed to be on the map that week.
Breakfast, Lunch, Dinner, Snack, Dessert, Supper.
2. Date of Incident
March 1969 to May 1970. Press break May 1970. Hearings after.
3. Location
Eastern Cambodia. Approximate 12°00 N 106°00 E.
4. Official Narrative
First: the sorties are not happening there. Then: they did, and the records were wrong on purpose. Official narrative after the break is admission under pressure.
5. Witness Layer
Aircrews. Nixon. Kissinger. Times reporters. Cambodian ground.
6. Recovery Logistics
Strike plots after the fact. Falsified logs. No un-bombing.
7. Assessment
A menu file. Keep the six meal names. Keep the falsified coordinates. Do not write the break as the start of the bombing. Do not write the ground as empty because the map said neutral. The joke in the names is part of the file and should not be softened.
8. Materials & Remains
Falsified logs. Later true plots. The Times page. Hearing records.
9. Key Personnel
Nixon / Kissinger : The authority.
B-52 crews : The meals.
New York Times : The break.
10. Aftermath
The names become a civics lesson. Cambodia does not get the years back. Later bombing under other names is a different page.
11. Current Archive Status
Status: Mar 1969-May 1970. Secret Cambodia strikes. Logs falsified. Times break.
Confidence: High that Menu bombing occurred and that records were written to hide the country. High that the press break forced the admission. Low that any later page is a full civilian count.
Filing note
Six meal names, a bomber stream, a map that said South Vietnam when the bombs said Cambodia, a Congress that ate late, a newspaper that printed the menu in public.
Congress is told late. The sequence is the crime and the confession in one line.
