1. Public Record
November 1975, Santiago. Intelligence chiefs from the Southern Cone meet under the Chilean DINA of Manuel Contreras. The caption that leaves the room is Condor. Argentina, Bolivia, Brazil, Chile, Paraguay, Uruguay, later side rooms with Peru and Ecuador.
The shared work is the hunting of exiles across borders, the exchange of names, the use of each other's soil so that a man who had left one junta would not be safe in the next capital. United States documents later show awareness in Washington, cables that describe the coordination, arguments still live about how much was known, how much was nodded at, how much was helped.
Archives in Paraguay, the terror files pulled in 1992, and later declassifications in Washington and the Cone are how the caption left the secret. Courts in the 2000s and after convicted some principals on their own soil. Contreras died convicted. Others died first.
This page is the coordination, not a manual. The numbers of the dead and disappeared sit in national truth reports and in those courts. Condor is the agreement that made national repression regional.
A cooperative effort by the intelligence/security services of several South American countries to combat terrorism and subversion.
2. Date of Incident
Formal coordination mid-1970s, meeting November 1975 often cited. Operations through the late 1970s. Archives and trials from the 1990s on.
3. Location
Santiago as the 1975 room, then the Cone capitals. Approximate 33°27 S 070°40 W.
4. Official Narrative
Later courts in several countries treated Condor as a criminal association. Official US narrative moved from denial toward acknowledgment of knowledge. No single international dock held all the chiefs.
5. Witness Layer
Contreras. Sister-service chiefs. Survivors who testified. US cable authors. Paraguayan archive clerks in 1992. Judges after 2000.
6. Recovery Logistics
Paraguay archive. US declass sets. National truth commissions. Trial records. No single bound minutes of every meeting.
7. Assessment
A pact file. Keep the 1975 room. Keep the 1992 boxes. Washington's cables are part of the record and not the whole of it. Do not write Condor as only CIA. Do not write it as only Santiago. The point is the border that stopped existing for the hunted and stayed closed for anyone trying to count. This archive will not itemise technique. It will keep the agreement and the courts that followed.
8. Materials & Remains
Declassified cables. Archive of Terror. Convictions. Commission reports.
9. Key Personnel
Manuel Contreras : DINA. The 1975 host.
Sister-service chiefs : The other seats.
1992 archive workers : The boxes.
10. Aftermath
National trials. A regional name that now means the opposite of the word they chose. Families still looking.
11. Current Archive Status
Status: Cone pact, 1975 on. Archives 1992. Trials after. Coordination documented.
Confidence: High that the services met and ran a cross-border hunt. High that US cables recorded the fact of coordination. High that courts later treated it as crime. Low that every operation is in a public folder. Low that Washington's degree of assistance is fully mapped.
Filing note
A room in Santiago, six services, a name like a bird, borders that opened for hunters and not for the hunted, boxes in Asuncion seventeen years later, courts that arrived late and still arrived.
The next capital. That is the whole pact in three words. A man could leave a country and not leave the list.
