1. Public Record

MKNAOMI. Joint Defense and CIA work from the 1950s into 1970, Special Operations Division at Fort Detrick feeding the Agency's Technical Services Division. The 18 October 1967 memo sets the shop's aims in dry lines: a covert support base for clandestine requirements; a stockpile of severely incapacitating and lethal materials for TSD; devices that would not fail in the field. Crop-attack methods tested under field conditions sit in a 1967 note the Church Committee later published. This is not Ultra's LSD diary. This is inventory. Anthrax, smallpox, Venezuelan equine encephalomyelitis, salmonella, botulinum, shellfish toxin. Delivery work toward darts and other small systems. Church concluded materials prepared at Detrick and moved to a CIA staff support group were carried toward assassination attempts on foreign leaders, Castro among the names in the wider record, and also concluded it could not show those materials were ever used.

Nixon ends the military biological programme in a speech at Detrick on 25 November 1969. Toxins follow on 14 February 1970. Destruction plans include more than 200 pounds of anthrax in the Defense stock. A CIA scientist still lifts about 11 grams of shellfish toxin from SOD people at Detrick after the order, a third of world production as the committee counted it, enough for tens of thousands of darts. That pocket is why Naomi outlives the presidential sentence. Colby and Helms sit through the later questions. Nathan Gordon of TSD chemistry and Charles Senseney from Detrick SOD are walked through the same rooms.

To stockpile severely incapacitating and lethal materials for the specific use of TSD.

2. Date of Incident

Programme 1950s-1970. Aim memo 1967. Nixon ban 25 November 1969. Toxin order February 1970. Church in the mid-1970s.

3. Location

Fort Detrick, Maryland, and TSD stores. Approximate 39°26 N 077°26 W.

4. Official Narrative

A support programme ended by presidential order, with a remainder the committee treated as a violation of the spirit of the ban. Official narrative is inventory plus an 11-gram problem.

5. Witness Layer

TSD and SOD officers. Colby. Helms. Gordon. Senseney. Church staff.

Approximately 11 grams of shellfish toxin, a quantity which was approximately one-third of the total world production.

Church Committee on the post-ban lift

6. Recovery Logistics

Memos. Later destruction schedules. The 11 grams as a counted remainder. No public display of the dart inventory.

7. Assessment

A stockpile file. Sit it under Ultra and beside Sunshine and 731 as a shop that treated bodies and crops as targets and then as stores. Keep the 1967 aims. Keep Nixon's speech and the scientist who still walked out with toxin. Church's no-use finding is not a clean bill. It is the limit of what they could prove left the building. Do not write Naomi as a cartoon poison cabinet. Do not write the ban as a complete emptying.

8. Materials & Remains

Church volumes. The 1967 memo. Destruction paper. No public intact stock.

9. Key Personnel

TSD / SOD : The two ends of the pipe.

Nathan Gordon : TSD chemistry.

Charles Senseney : Detrick SOD.

Richard Nixon : The 1969 sentence.

10. Aftermath

Biological weapons policy changed on paper. The 11 grams became the example of a ban that did not reach every drawer. Church is how the caption left the compound.

11. Current Archive Status

Status: Detrick-CIA stock, 1950s-70. Nixon ban 1969. 11 grams after. Church.

Confidence: High that Naomi existed as a stockpile and device shop. High that toxin was retained after the order. Low that every intended use is in the open record. Low that the materials reached a foreign target in a proven hit.

Filing note

A Maryland fort, a CIA chemistry branch, a 1967 list that said lethal and ready, a president on a Detrick lawn saying the work was over, a scientist who still took eleven grams of shellfish toxin home to the other building, a committee that could count the grams and could not count a body.

One-third of the world's production. Not a metaphor. A number small enough to hold and large enough that the ban had already failed when they found it.
